- Write a 7-8 page double-spaced paper that compares the original passage of Medicare (Social Security Amendments of 1965) and the same for Obama Care (Patient Protection and Affordable Care Act of 2010).
- Be sure to include in your analysis all of the institutional and cultural factors (political climate, party cleavages, constitutional authority, committee structure, differences between Senate and House versions, procedural hurdles, presidential involvement, judicial review concerns, individual member motivations, electoral consequences, etc.) that political scientists use to understand the behavior of Congress.
- Also, give an interpretation of why the final votes for these two important pieces of legislation were so different.
- Include references to the course texts and to at least five peer-reviewed sources (academic journal articles and books published by university presses) not already assigned in the course readings, which also should be cited.
