FAR 52.246-2, Inspection of Supplies—Fixed-Price, which provided that “[i]nspections and tests by the Government do not relieve the Contractor of responsibility for defects or other failures to meet contract requirements discovered before acceptance.”

FAR 52.249-8, Default (Fixed-Price Supply and Service), which permitted the government to terminate the contract if the contractor failed to deliver the skins as required by the contract schedule, “[m]ake progress, so as to endanger performance of this contract,” or “[p]erform any of the other provisions of this contract.”
