Four years later, you were promoted to Solid Waste Division Manager, supervising 47 employees. Seven years ago, you were selected to be the Public Works Department Director, responsible for the operations of four divisions (solid waste, streets, vehicle maintenance shop, and customer service) with a total of 142 employees. You are highly regarded in the City as an expert in your field and an excellent manager. Four staff personnel within the city were just promoted to supervisor positions in the following departments; budget, finance/customer service, information technology, and public works. Each of these new supervisors will have between 6 to 13 staff working for them. None of these individuals have prior experience in being a supervisor. The City Manager has asked you to write a memo/email to the newly promoted supervisors to discuss public personnel management. The City Manager knows that you are well versed in human resource management. Knowing that the newly promoted employees have no experience in supervising, you are excited about the opportunity to share your knowledge and experience with the new supervisors. Instructions: Read carefully Write the assignment (memo/email) as though you are addressing it to the four new supervisors. Select at least three human resource management topics from the course textbook, Public Personnel Management (Chapters 1-14) that you will discuss with the new supervisors. Each topic should be discussed individually in the memo. Each topic must be at least two pages in length (the memo must be at least 6 pages). Each topic must reference a minimum of one resource. Be sure to provide citations in the narrative. The paper must be doubled spaced with one-inch margins. A separate page must be used for reference citations (this is in addition to the minimum of 6 pages). The paper must include the following information about each human resource management topic (additional information can be included): Identify the human resource management topic Provide a detailed explanation of the topic (history, background, theory, concepts, court cases, etc – demonstrate that you understand this topic). This is a very important part of the assignment. Why is this HR topic/concept important for a supervisor to understand? How does the supervisor successfully apply the topic? What are the possible ramifications of not understanding the topic? What advice do you have for the new managers?
